exactly the obama administration thinks these strikes are legal. they say, let me say as simply as i can, "in full accordance with the law, the united states government conducted targeted strikes." "in full accordance with the law." we know that they do think it's legal. but they won't say why they think it's legal. the closest we have come to learning about how the obama administration justifies drone strikes is this. in the fall of 2011, "new york times" reporter charlie savage wrote this story. this is about a week after al awlaki was killed. the story describes a super secret 50-page memo written by an office within the justice department that effectively serves as the obama's administration's legal justification for why they think it's okay to kill an american citizen without a trial. now "the new york times" did not actually get to see this memo. they did not publish the memo, nor did they quote from it directly. the momentum mow was described to the reporter by anonymous sources. and that's when things got really weird, because after the "times" reported on the existence of the me

of the second term of the obama administration it was a similar scene for hillary clinton as she said goodbye to the same state department employees from almost the same spot where they welcomed her four years ago. >> now it's my great honor to introduce one last time the 67th secretary of state of the united states of america, hillary rodham clinton. . that's because, as "the new york times" reported just a few weeks ago, the obama administration has simply on its own redefined civilian to mean any male of military age who was found in a strike zone meaning anyone that we kill who is a male of the age between 16 and 54 we automatically count as a militant or a terrorist without knowing anything about what they've been doing, who they really are. what independent researchers have found by going into pakistan and to yemen and somalia is that there are hundreds and hundreds of innocent women men and children who have been killed by u.s. drones. so dianne feinstein and the obama administration can stand up all they want and say that civilian deaths are in the single digits. the rest of the world and independent facts prove that's a falsehood. >> john: brennan told senator wyden, democrat of oregon, there was a misimpression out there that drone strikes are used to punish terrorists. i don't know who had that impression but brennan insisted the c.i.a. sends in the drones only as a last resort to save lives when no other alternative is
significant. you know, four years ago, as the obama administration was just getting started in its first term, lapierre was on with glen beck riling people up, talking to beck's paranoid audience about this gun grab that was coming. and all of this -- beyond alarmist, insane rhetoric and devicive rhetoric. >> how much is -- do you think people were just psychological? is this a male thing worried about somebody coming to get their appliance? i mean, what is this about? it seems deeper than just how many guns do you own? do they actually believe that the federal government is going to come door-to-door to law-abiding, regular class, people, looking for guns? do they actually believe that's going to happen? >> some of them do, i think. and i think they particularly believe it when there's a democrat in the white house. wayne lapierre is the person who talked about federal agents after oklahoma city. so this is a man who's been allowed to have a platform on the national stage, even though he is a wing nut. and, finally, you have someone reich chris wallace who is certainly a more moderate voice

are an important part of the approach that the obama administration has followed and congress has supported, and it appears that sanctions are producing tremendous pressure on iran. another statement which has raised concern is senator hagel's recommendation that we conduct, "direct, unconditional, and comprehensive talks with the government of iran." now, while there is value in communicating with our adversaries, the formulation used by senator hagel seemed to imply a willingness to talk to iran on some issues that i believe most of us would view as non-negotiable, and any willingness to talk to iran would need to be highly conditional. senator hagel's reassurance to me and my office that he supports the obama administration's strong stance against iran is significant. we look forward to hearing senator hagel today in some depth on that subject. we will also be interested in hearing senator hagel's statement on the public statements is made on israel and the united states, that our policy of non-engagement with the syrians as, "isolated us more than the syrians," and a 2009 statement that

the administration justifies the targeted killing of american citizens. the white house says president obama has directed the department of justice to brief members of the intelligence committees. the move comes after a bipartisan group of 11 senators led by democratic senator ron wyden of oregon called for more insight into the government's legal rationale for drone strikes against americans abroad. senator wyden said on twitter, "every american has the right to know when their government believes it's allowed to kill them." this followed the leaked white house memo obtained by nbc news this week detailing criteria required for such a strike. this is all unfolding before today's senate confirmation hearing for john brennan, nominated to be the next head of the cia. and andrea mitchell, i wonder if this could, in any way, get in the way of brennan again. >> well, this is so much in a state of flux right now. clearly, i mean, the president's called to senator wyden last night, so unusual to try to reassure him and try to ward off what could be a calamitous hearing today. the fact is that brennan
